Move loading or libraries to Browser initialization

Description

Instead of the JobOptions?.py file, the ROOT libraries should be loaded from within the HepMCBrowser::init() function. In addition, error checking should be performed on loading. If libHepMCDict.so fails to load, it should be continued w/o that.
